The mayor of Osaka, Hirofumi Yoshimura, said that a memorial to women and girls systematically raped by the Japanese military 1931-1945 "destroyed the two sides' relationship of trust". A spokesman for SF mayor London Breed responded that San Francisco still continues to think of Osaka as a sister city.
