Look for a vertical metal pipe ending in a button at about chest height. Push the button. Just do it.

Now look around you. See the bubbles rise gently past the trees and houses. Notice the sky un-crossed by power lines. Waller is one of the very few streets in San Francisco where you can see this.

Your part in this is to see. If you want to do more - make up a crazy wacky legend about why the machine is here, and tell it to all your friends. For myself, I claim that it's a tribute to the homeowner's patron deity, the Foam-Born Aphrodite.
